Year 10
First 10 years, total
First 30 years, total
The tax has no end date — it runs "until ended by voters" (Sec. 23-304). 30 years is an illustration, not a payoff date. The Council may raise the rate each year by up to the greater of Bay Area CPI or CA per-capita personal income growth (Sec. 23-302(c)).
Gross area of all floors incl. usable basement and porches; excludes garage/parking areas, balconies, patios (Sec. 23-301(j)).

The measure. Ordinance in Resolution 2026-69, Attachment 2: Sec. 23-302 sets $0.33/sq ft for dwelling units and $0.54/sq ft for all other property in FY 2027-28, with yearly increases; Sec. 23-303 exempts parcels exempt by law and owner-occupants 65+; Sec. 23-304: operative July 1, 2027 "until ended by voters". See also the City Attorney's impartial analysis (≈$7.1M first year) and the county election page.

Floor area estimate. San Mateo County GIS building footprints (roof height → number of floors) intersected with county active parcels. Detached garages, carports and sheds tagged in OpenStreetMap are removed where they line up with a county footprint on the same parcel (about 290 parcels). For other single-family homes we subtract a typical 400 sq ft attached garage (never more than 40% of the estimate). Condo/townhome parcels that share one lot outline get the building split evenly by unit. Apartments and commercial buildings show the whole building; multi-story garages inside buildings are not removed, so those run high.

Rate class & exemptions. County assessor property-use codes (public layer). Parcels owned by public agencies (city, county, state, school and special districts), parks and streets are shown as exempt. Private schools, churches, colleges, cemeteries and care facilities are shown as "may be exempt": the measure exempts only what state/federal law exempts, and whether nonprofit property-tax exemptions apply to a per-square-foot special tax is not settled here.

Check against the city's figure. Summed over all taxable parcels (homes $0.33, other $0.54), our estimates give ≈$8.4M before senior exemptions, vs. the city's ≈$7.1M. The gap is consistent with senior exemptions (≈20% of residential revenue) but could also mean our floor areas run high. Treat any single parcel as roughly ±20%. No further scaling was applied.

Privacy. No owner names are used or shown. Addresses and parcel numbers are public county records; a few parcels without a county address use the OpenStreetMap building address for search.
